Serebryakov tested positive for EPO twice, on Feb. 21 and March 18, and is banned from active competition until April 2017.
The 25-year-old athlete, who represents the Spanish team Euskaltel-Euskadi, was immediately suspended by his team.
This season, the team radically changed its philosophy with the intention of adding the points needed to secure the International Cycling Union World Tour license for one more year.
For the first time in its history as a team, the Euskaltel-Euskadi chose foreign athletes, and one of them was Serebryakov.
